RoslynCompilationService needs to consume compilation settings from host

Compiling a view should have the same settings as the rest of the project. Enabling it would require changes to KRuntime (tracked via aspnet/dnx#480)

Is this just to enable release/debug compilation or is there anything else that is immediately needed.
