Description

The DPM detector has been super seeded for sometime now since the introduction of CNN based vision detectors: SSD and Yolo3 detectors. These new detectors out perform in accuracy and performance to DPM.

Deprecation considerations

Remove DPM library, and its node with the introduction of Melodic support.

Do we need to actually remove it? Is there a use case where someone might want to use it, even if it isn't the default?
