ACTINV v1.1.2

Release-tooling patch — solver, schemas, data catalog and public interfaces are identical to 1.1.1.
The embedded data catalog remains v1.1.0 (data-v1.1.0 release assets).

This release restores channel parity: the v1.1.1 tag carried a stale wheel-smoke catalog constant that
rejected the correct embedded catalog and blocked that tag's PyPI publish. crates.io, PyPI and GitHub now
carry the same patch version.

• scripts/smoke_python_wheel.py expects the shipped data catalog v1.1.0.
• P18/P18b release boundary accepts published v1.1.* tags, still rejects tags ahead of the workspace.
• P22 post-bump digest check scoped to the 1.1.0 release window.
• P10 neutron-output identity pin re-seated to the post-refinement deterministic value.

docs/DATA_LIMITATIONS.md and docs/QUALIFICATION.md apply unchanged.
