Tighten job timeouts to 15 minutes

Bring ci.yml (was 20) and release.yml (was 60) down to 15 minutes
to match rust-ci.yml. Jobs that take longer likely indicate a stuck
process or cache thrash and should surface loudly.

If a slow cross-compile target (e.g. riscv64gc via cross) legitimately
runs past 15 minutes, revisit this per-target rather than raising the
global ceiling.
