fix: modify stale issues action to correctly detect stale issues

Description of changes

Fixes the stale issues action configuration to correctly detect and process stale issues by:

• Adding explicit stale-issue-label: pending-community-response
• Setting days-before-issue-stale: -1 to skip stale auto labeling step
• Changing remove-issue-stale-when-updated: false to prevent auto removal of stale labels
