feat: update the recommended policy

Description of changes:

AWS has deprecated the old policy in favor of the V2. See https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/auth-and-access-control-cw.html#managed-policies-cloudwatch-CloudWatchFullAccessV2 for more details.

I'm waiting for a aws-controllers-k8s member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
