Don't run GH Actions on forks

Motivation and Context

Our Github Action workflows are intended to be executed in the main repo 'aws/aws-sdk-java-v2'. Right now they are also running on forks, but they will fail due to credential errors.

Modifications

This change will check if the repo is 'aws/aws-sdk-java-v2'; if not, the job will be marked as skipped.
This will prevent the Action from running on forks, and save some computational resources.
