Description of changes:
Replacing VSTS with Azure DevOps and adding a reference to the JetBrains toolkit, which works with Rider.

Adding a reference to AWS Toolkit for JetBrains (Rider) and updating VSTS's product name to the AWS Toolkit for Azure DevOps
Fixed some phrasing and capitalization.
