libscid-cpp v0.3.0

Though there have been no API changes, this release prepares the path for a C ABI allowing easy language bindings. It renames the C++ package identity to libscid-cpp, with CMake consumers now using find_package(libscid-cpp CONFIG REQUIRED) and the exported LibScidCpp:: targets.
