Basecamp SDK v0.29.1

Use 0.29.1, not 0.29.0

v0.29.0 was published only to RubyGems and as the Swift tag. Its Go release failed on a flaky test (fixed in #1051), and its other publishes were abandoned, so Go, npm, PyPI, crates.io and Maven never got 0.29.0 and it has no GitHub Release. v0.29.1 is the release to use in every language.

The list under "What's Changed" starts at v0.29.0. Coming from v0.28.1, v0.29.1 also carries what v0.29.0 did:
