feat(labels): auto-add new labels

This pull request includes several updates to dependencies, improvements to the src/setup.ts script, and some changes to the src/clear-posts.ts script. The most important changes include updating package dependencies, refactoring functions for better readability and maintainability, and adding new functionality for post and label management.

Goals

• Validate if there's a category post already created inside the labeler (avoid duping)
• Create new labels following the category thread.
