macOS installed-CLI fix

When Use my installed agent-cli is enabled, the app now respects your existing speech-provider and server configuration without automatically starting a local voice service or warming a local speech model. This fixes unnecessary model loading and delays during startup and recording for users with a remote server or another provider.

The app still checks that your installed CLI is available. Bundled-runtime voice setup keeps its existing behavior.
