The last index table segment is no longer written to an index-only partition at the end. That ensures that a non-segmented file has the index table segment in the footer only. This makes it compliant with SMPTE RDD 44, section 5.3.2, which states "all Index Tables shall be stored in the Footer Partition, the Header Partition, or both."
