Key vault 1.0.1: replaces 1.0.0, whose image was built with unreadable file modes and cannot run (fixed by #1681); same vault program, same three custodian keys. Boot-tested before signing: hygiene ALL PASS.

Built with --network static:89.126.250.9/24,89.126.250.1 (1984 VPS #1 has no DHCP).
Check: build apps/vault/image/build.sh with the custodian keys in vault-release.json, --version 1.0.1 and that --network, and compare image.json.
