Coordinated Beast 0.16.0 release, aligned with Octane 0.16.0.

The attached npm tarballs are ready for manual publishing. The workflow does not publish to npm.

• Align Beast with Octane 0.16.0, Rspack plugin 0.2.8, and Rsbuild plugin
  0.1.69; update the lockfile and document the 0.14–0.16 migration, including
  hydration protocol 3, server error fallbacks, and Trusted Types.

Fixed

• Wrap text lines that sit directly in if, each/empty, switch, and
  try/pending/catch arms in fragments. They previously rendered nothing
  or failed to parse, because TSRX treats arm bodies as statements.
• Wrap try, pending, and catch blocks with several children in one
  fragment, since Octane requires a @try block to render a single node.

Added

• Verify leading module directives, the protocol-3 root comment, client-render
  Suspense ranges for server errors, and stored elements with an array
  className re-rendering inside an if arm.
• Update server, compiler, and runtime assertions for the new Suspense ranges,
  the server-shipped ErrorBoundary fallback, and the renamed permanent-static
  Hydrate import.
