Request body fixes for HTTP/2 and HTTP/3, with quic 2.1.2.

Fixed

  • Uploads over HTTP/2 and HTTP/3 that exceed the size limit now get a
    413 response instead of a stream error. Once the response is sent,
    the client is told to stop sending the rest of the body.
  • Requests without a body no longer hang over HTTP/3 when the handler
    reads the body. This comes with quic 2.1.2, which also stops an early
    413 from being lost on a lossy link.
