Rust API compatibility

rpi-cli::session::ReloadContext now includes the public startup_notices: Vec<String> field. Rust callers constructing it with a struct literal must initialize the new field, for example with startup_notices: Vec::new(). This API change is why the workspace version advances to 0.12.0.
