Since Proxy Manager 2.1.0 is not compatible any more with PHP 7.0 an constraint is added to the composer.json file to not only install versions < 2.1.0.

Since Proxy Manager 2.1.0 is not compatible any more with PHP 7.0 an constraint is added to the composer.json file to not only install versions < 2.1.0. I just do not yet want to bump min. required PHP version to 7.1 for now.
