Implements GCF spec v3.6.0: constant-column factoring (SPEC 7.4.7, mandatory in the default encode path) and value-grouping (SPEC 7.4.8, opt-in encode_generic_grouped(data, key_field, group_field)). Decode support for both is mandatory.
A column holding the same scalar in every record of a top-level tabular array is written once in the header as name=value and dropped from the rows; value-grouping clusters a keyed set by one low-cardinality column (@-marked unique key, group=<col> header clause, per-group <col>=<value> [count] subheaders).
Byte-identical to the Go reference. Conformance 323/323; per-SDK fuzz verified to 1,000,000 iterations; cross-SDK differential-fuzz green. See CHANGELOG for details.
