fixed some issues with bootnodes, generate comments, and subscribe all subnets for beacon. also refactored the sync and general config files for geth and lighthouse. i noticed in lighthouse in particular that there was some bad code in bootstrap that were being overridden by generate_testnet. this should duly separate the duties of these respective tasks and fix the underlying issue.
