Refresh the tested MCP SDK baseline and correct CT maintenance summaries.

Fixed

  • Read CT limiter snapshots in maintenance summaries from the runtime's shared
    state-directory resolver, including fresh XDG installations. Preserve legacy
    and explicit override precedence and clarify that persisted counters can
    include earlier runs. This changes validation tooling, not packaged lookups.

Changed

  • Refresh the production lock and blocking current-SDK compatibility row to
    MCP 2.3.0 and its matching types. Keep the 1.28.1 rollback and 2.0.0 floor
    rows, the existing supported dependency range, and the passive collection
    boundary. The SDK update includes stdio event-loop and legacy framing fixes.
