Draft version of V3 HCHelper contract, and an added function in the legacy TuringCredit contract to allow billing through the new mechanism.
Changes to be committed:
new file: packages/contracts-bedrock/src/boba/BobaHCHelper.sol
modified: packages/contracts-bedrock/src/boba/BobaTuringCredit.sol
The address of the predeployed contract is a placeholder which can be changed. Addresses are currently hard-coded in the .sol file but can be moved into constructor() functions where required.
