traffic_update directory has a python script to get the traffic time between 2 locations in google maps and sends out a text message using your 'Messages' app from mac. So, yes you need to have python and mac to use this.
If you still want to continue, go ahead and:
1. Install the required packages in 'requirements.txt' using pip
2. Get your Google Maps Directions API Key and update the parameters in traffic_update.py script with your own info
3. Run: python traffic_update.py
