feat: silent (server) update refreshes update-service.ps1 too; script v2

- NSIS customInstall: on silent install, copy only update-service.ps1 into the
  ProgramData service folder (if service present) without stop/reinstall; the
  running service self-restarts on the file-hash change. Interactive install
  still does the full service (re)install.
- Bump service $ScriptVersion to 2.
