Oh this is because something in the eln base image changed and

grep -Ee 'passwd|group' /etc/nsswitch.conf 
passwd:     files systemd
group:      files [SUCCESS=merge] altfiles [SUCCESS=merge] systemd
netgroup:   files

which is clearly wrong and breaks runuser -u bin.
