Fix scheduled backups on hosts where cron is not installed. pgBackRest setup now installs cron after configuring schedules, enables it at boot, and verifies that it is active.

Backup schedules remain primary-only. Configured PostgreSQL log-archive schedules run on each database host.

Install with gem install active_postgres -v 0.9.9.
