Mostly tried changing in-game graphics settings but to no avail

Game launches and plays without any noticeable problems. However, framerate doesn't seem to be stable. Tweaking known performance-costing settings such as MSAA, Tesselation did not help. The game drops to about 25 frames at intense scenes (e.g. nightclub shootout) but stabilizes when there are no enemies or effects and stays at 50-60
