Description
Found while testing #32585. It appears there is a time limit (eg. 24 hours) for Not cached files before throwing an error. Once recover the file, media plays just fine.

Steps to reproduce

  1. Install 1.70.44
  2. launch/relaunch Brave to pull griffin
  3. Add YouTube music videos/shorts to the Playlist
  4. Open brave://settings/braveContent
  5. disable Automatically add files for offline viewing setting
  6. Add few more music files
  7. play media with switching between cached and not cached files
  8. verify 24 hours later (not exactly sure the time frame)
  9. play media again as in step 7

Actual result

Got Failed to play item, may be expired error. Clicked Recover item. Media play just fine.

Expected result

Not cached files should not expire while Internet connection/WiFi is enabled
