Found while testing: #8969.

Steps to Reproduce

  1. Clean profile
  2. Open interia.pl and wait for it to load
  3. Open a new tab
  4. Restart browser
  5. Wait 30 seconds
  6. Make interia.pl tab active

Actual result:

Tab with interia.pl is already loaded
interia.pl is not lazy loaded (when activated)

Expected result:

interia.pl is lazy loaded (when activated)
interia.pl is being loaded after activation

Reproduces how often:

100% repro rate

Brave version (brave://version info)

Brave 1.10.74 Chromium: 81.0.4044.138 (Official Build) dev (64-bit)

Our behavior is similar to Chrome and did not change recently. Closing as invalid.
