[Android] Updates shields button state on changing toolbar variations

Verification PASSED on Samsung S10+ running Android 11 using the following build:

1.24.7 CR: 89.0.4389.90

Went through the STR/Cases via brave/brave-browser#14645 (comment) and ensured that the Brave Shields icon was enabled.

• Verified shields doesn't look disabled when switching from custom tab to browser tab
