Release Notes?

Apologies if I've missed it, but I can't find any release notes for the difference between pg 0.12.x and .13.

Are these kept anywhere in the project, or is the only method a diff between tags and inspecting code?

I haven't really been keeping official release notes. The git history should have a description. Anything non-trivial is generally merged in via a pull request and the discussion usually goes on there. The v0.13 release was because of this pull request:

I've already updated some of the corresponding documentation on the wiki, but I'm still working on it.
