Continue the same frozen local qualification from #1153. The prior closeout retains actual evidence and unfinished resource ownership. The maintainer explicitly requires unrestricted local execution through full validation: this advisory turn transition must not stop or restart an existing job for elapsed/attempt/output/lease limits. Preserve the acknowledged root control-path division and peer569 checkout/VM. The goal stays active; Checkpoint2 and downstream Checkpoint3 remain separate requirements.

Current-source PR674 qualification progress: the original complete @bsv/output-knowledge pack:check passed on local c5b95c850 under committed local-unrestricted-v1, including build, complete manifest export selectors, payload/source maps/publint/strict type resolution and clean ESM consumers. Actual Node24.19/pnpm10.33.2/npm11.17 source/runtime bytes matched before/after; all process groups and observed descendants drained. All570 archived members and the actual consumed SDK3.3.0/core0.1.0 tarballs were independently checked byte for byte. The first isolated attempt failed before npm installation because both empty config roles pointed to /dev/null; that failed sample is preserved. Two distinct measured empty config files passed preflight and the separate full retry. No repository source fix or gate weakening. PR evidence body v10 read back exactly; published37e and draft state unchanged.

The same full151-target398-row campaign aac2e6ce-907c-42ec-84b0-f977ac3c4b06 remains physically live on frozen c5b95c850; two whole targets passed and acquisition retains165 passing initial tests/2926 mutants with actual reader/controller ownership and no failed execution observed. This advisory release must not stop/restart the run for elapsed/job/attempt/log/lease limits: unfinished VM/source/runtime/controller27553/transport33088/process-bound awake33089 ownership stays with this program, per explicit maintainer instruction. All new Mac foreground work is terminal/drained. Next goal continuation must acquire a fresh handle and inspect the exact same run. Preserve peer569 scopes.

Remaining: actual complete mutation results, independent canonical/partition/global-score and closing source/runtime/physical drain, final affected audit, qualified-source push and exact-head hosted/analyzer/review reconciliation. Checkpoint2 remains incomplete and the goal active; checkpoint3 app implementation follows review. No merge, publication, deployment or real funding.
