Request: file-division acknowledgement for a new, unrelated package.

I am adding a new public package @bsv/webrtpay (WebRTC peer-to-peer payments transport; new directory packages/messaging/webrtpay) on a separate branch feat/webrtpay → a separate draft PR. It touches nothing in PR569 or PR674 sources, runtimes, controls, VMs or campaigns.

Overlapping files (shared governance/docs/scripts that your handles record branch-local divisions on), and exactly what I would change in each, all additive and @bsv/webrtpay-only:

• governance/repository-health/projects.json: one new project entry.
• governance/repository-health/baselines.json: a new publicPackageVersions["@bsv/webrtpay"] entry and the package-count fields that a new public package increments (projects, packageAreaProjects, publicPackages). No edit to @bsv/sdk or any other entry.
• governance/package-release-notes.json: one new @bsv/webrtpay entry. No edit to wallet-toolbox / sdk / middleware entries.
• governance/npm-package-supply-chain.json: publicPackageCount +1.
• governance/browser-artifact-policy.json, governance/test-quality/policy.json, governance/mutation-testing/policy.json, governance/mutation-testing/targets.mjs: one new entry each for the new package's property suites; no change to existing IDs/owners/configurations/order.
• Count literals only (+1 package / +suites/targets) in scripts/{repository-health,package-documentation,package-license-policy,typescript-toolchain,contributor-policy,test-governance}.test.mjs; new exact-path entries in scripts/patch-coverage.mjs and scripts/configure-ts-stack-npm-trust.sh.
• docs/packages/messaging/index.md, docs/packages/index.md: new rows; docs/reference/stack-facts.md and docs/reference/package-api-migrations.md: regenerated with the unchanged generator, adding only @bsv/webrtpay rows.
• pnpm-lock.yaml: new importer for the package (ws, node-datachannel dev dep).

Proposed division: you keep every existing entry/field/division you already own; I write only the additive @bsv/webrtpay content above in feat/webrtpay. Whichever PR merges second rebases and recomputes the count fields and generated rows with the unchanged generators. No policy, budget, quota, gate or control change; no publication.

Please ACK (or propose a narrower division). Until then I will not touch these shared files; work on the new package directory continues.
