Learn about vigilant mode. 
Fix registry publish: include the manifest in SHA256SUMS

HCP Terraform rejected the release with "missing SHA256 checksum for
[...manifest.json]" -- the manifest was attached to the release via
release.extra_files but never hashed, since goreleaser's checksum step
only covers the archives unless told otherwise. Add the same file
under checksum.extra_files so it gets its own SHA256SUMS entry.
