Highlights

Nushell's plugin management commands are now available in handlers and eval scripts: plugin list, plugin stop, plugin use, and the rest of the plugin family, so plugins bundled with the embedded Nushell can be inspected and controlled at runtime.

Added regression coverage for streaming disconnect cleanup: a .cat --follow or .last --follow handler whose SSE client disconnects now has its thread released promptly rather than parking until the next matching frame arrives. This exercises the fix shipped in cross-stream 0.14.1 (the dependency bumped in v0.18.0) and guards against it regressing.
