segment speeds

  • Backfill all dates for speeds with new nearest neighbor methodology
  • Rewrite some of the gtfs_funnel/vp_condenser.py that would crash kernel, clean up other parts of gdf.itertuples() to be a bit more clear
  • Attach segment geometry or common shape geometry within average_speeds.py
  • Research Request - refactor segment speed exports  #992
