Set default status level from config.yml for httplogs

What's New

Added default status level for http logging, you can enable access logging for specific status code by:

1. Setting the below in your config.yml file

access_logs:
  statusLevel: 200

2. Calling SetStatusLevel in your main.go:

httplogs.InitLogging(
  moduleName,
  httplogs.SetConsulIP(consulHost),
  httplogs.SetLogger(logger),
  httplogs.SetStatusLevel(viper.GetInt("access_logs.statusLevel")),)
