feat: make template repository configurable via environment variables

Add support for SPECKIT_REPO_OWNER and SPECKIT_REPO_NAME environment
variables to allow downloading templates from forked repositories.

This enables users who fork spec-kit to use their own releases for
template downloads instead of the official github/spec-kit repository.

Default values remain 'github' and 'spec-kit' for backward compatibility.
