BlocklistManager 1.8.3.3

Generate Windows Firewall rules to block all traffic to and from IP addresses included in a number of popular IP address blocklists. Please read the included README.md (or README.rtf) as well as BlocklistManager.docx

This is the first public release, so any general feedback would be welcome!
