Fixed

• Pattern, secret, and pack recognizers now apply across languages. The CLI
  -l / --language flag, the REST language field, and
  AnalyzerEngine::analyze(..., Some(language)) take that hint. NER stays
  language-specific.
• Card patterns accept 13–19 digit numbers, including groups separated by
  spaces or dashes. Luhn runs on the stripped digits. A spaced Amex
  (4-6-5) is masked as one span.
• IBANs match the spaced form (groups of 4) as well as the compact form.
• Bank account numbers require a strong account phrase near the number
  (account number, acct, account no, Kontonummer,
  número de cuenta, số tài khoản, 账号, 口座番号) and consume the
  whole 8–19 digit run, so a 16–19 digit value is not truncated.
• Email and card patterns use explicit start/end classes so a value
  directly next to CJK text (for example 邮箱maria@example.com) keeps
  its full local part or digit run.
• NER entity spans widen to the surrounding word so subword pieces are
  not emitted as a truncated label. Latin, Greek, and Cyrillic letters
  and digits count as word characters; unspaced scripts are left as
  labelled. (#186)
• Gateway restore treats a token inside a markdown link label
  ([[TYPE_n]](url)) as the last [ before ], so the token is
  restored. (#186)

• Lockfile-only updates: rustls 0.23.45 → 0.23.46,
  quinn-proto 0.11.16 → 0.11.19, rustls-webpki 0.103.14 → 0.103.16,
  webpki-roots 1.0.9 → 1.0.11, webpki-root-certs 1.0.9 → 1.0.11,
  ctutils 0.4.2 → 0.4.5, chacha20 0.10.1 → 0.10.2 (yanked).

• SECURITY.md supported-versions table lists 0.12.x.
• Install docs list a GNU C++ compiler, OpenSSL development headers, and
  pkg-config as from-source prerequisites.
