Assignment : learners can upload a file after the limit (the End Date)

Hi,

I noticed an issue : it's not really a bug, but not really a feature request...

I noticed that some students could send a work even after the end date : they can do that **if they already have uploaded a first work (or some works) ** before the end date => it is possible to do that with the "feedback tool".

To Reproduce
Steps to reproduce the behavior:

1. As a trainer : create an assignment with a final acceptance date (whatever the option : only file or only text or both of them)
2. As a student : upload a first work before the end of the assignment
   3- As a student : after the end date => click on the "view button" at the right of the screen (see below)
   
   4- As a student It is possible to write a comment and to upload a file (see below)
   

Expected behavior
When an assignment with a end date is created, it shouldn't be possible for the student to have this possibility to send a file after the end date (and before the teacher feedback) => i think it should be possible to do that only after the teacher has done his first feedback.

Additional context
I think it opens the door to contestations if students have the possibility to do that before the teacher has done his feedback.

From the the teacher point of view, things are clear : when the teacher downloads the works, he doesn't download the "feedback file" the student has uploaded.

But from the student point of view, it's a bit confusing.

This is not the case anymore. The student receives the message "You can no longer submit. The deadline has passed.".
There are other issues, however, reported in #6721
