Messages with unknown viewtype fail to load #7277
Description
With the latest core that has #7264 merged existing messages with viewtype 70 that was removed fail to load:
This does not break everything completely, but the message and summary cannot be displayed anymore.
Viewtype 70 should be treated as the text viewtype everywhere and returned as text viewtype for library users.
This needs to be fixed before tagging 2.18.
