Add watchcat to base image

• I have searched the issues of this repository and believe that this is not a duplicate.

Summary

If for some reason the device loses connectivity it often requires you to manually reboot the device. Having watchcat enabled by default can help resolve these type of issues without having to manually reboot the device.

What is the use-case?

Any deployment where OpenWRT might require a reboot to regain connectivity e.g. WiFi environments.

Implementation description

Enable watchcat in .config

CONFIG_PACKAGE_watchcat=y
CONFIG_PACKAGE_luci-app-watchcat=y

Can you implement this by yourself and make a pull request?

Thanks, I have just make a test-build, and watchcat looks very nice. I'm looking into adding this to the images.
