NCDlzss doesn't work in 3.10 #276
Description
NCDlzss doesn't work because the lzss module doesn't work.
Consider deprecating the method since it will be unusable after 3.9 becomes EOL. Also develop a graceful fail for people using NCDlzss in 3.10.
