v1.0.1701636: [scopes] Use scope binding expressions for variable substitution

Update allVariablesInCallFrame and allVariablesAtPosition in
NamesResolver to resolve variable mappings from source map scopes
when devToolsSourceMapScopesInSourcesPanel is enabled:

- Delegate to SourceMap.resolveMappedVariablesAtPosition (awaiting
  pending source map loads via sourceMapForClientPromise), passing
  ignoreInnerBlockScopes when paused on a return statement and caching
  the result on the CallFrame.
- Fall back to the existing AST and source map mappings resolver
  when scope variables or bindings are unavailable.
