🗣 Description

This pull request modifies the labeler.yml configuration file to allow any changes in the tests directory to trigger the test label.

💭 Motivation and context

@mcdonnnj pointed this out while reviewing cisagov/action-lineage#84.

🧪 Testing

All automated tests pass.
