Library changes:
- Added support for HMAC revision 2.0; made default.
- Existing harnesses must update registration to either add a message length parameter required
by revision 2.0, or indicate they are testing 1.0. - It is recommended all harnesses update to 2.0 for smaller, faster test runs. 1.0 may
be removed from the server in the future at their discretion.

or the other, by setting a BOTH revision using the parameter APIs - SRTP KDF: Added support for 48-bit SRTCP index

App changes:
- Updated all HMAC registrations for OpenSSL to use revision 2.0
- This results in a substantial decrease to file sizes for any test session that includes HMAC
- Updated HMAC registration mac lengths to equal the SHA block size for OpenSSL
- Added support for SNMP and SRTP KDFs in the OpenSSL 4 registration
Unit test changes:
- Added unit tests to verify correctness of the 186-4/186-5 toggle behavior added to the library
