FormBuilder - Hide configuration options that do not apply to certain form types #22127

Overview

Clarifies the Form Builder UI by hiding options that do not apply to certain form types. For example, this hides the "Submit Actions" for search forms because they cannot be submitted. Form blocks get nearly every option hidden, as they do not have any standalone configuration.
