feat: Remove unused ModelEvent sample and add new commands for message handling, notifications, and service providers

• Deleted the unused ModelEvent.sample file.
• Updated Kernel.php to include new commands: PublishCommand, MakeEventCommand, MakeEventListener, MakeNotificationCommand, MakeMailCommand, MakeMessageCommand, MakeHandlerCommand, and MakeServiceProviderCommand.
• Implemented PublishCommand to publish vendor configuration.
• Created configuration samples for metrics and queue.
• Added MakeHandlerCommand to generate message handlers.
• Added MakeMailCommand to create mailable classes.
• Added MakeMessageCommand to create messenger messages with optional handler generation.
• Added MakeNotificationCommand for creating notification classes with optional broadcasting.
• Added MakeServiceProviderCommand to create custom service providers.
• Introduced CronWorker and CrontabManager for managing scheduled tasks.
• Implemented MakeVendor logic to handle metrics and queue configuration creation.
