After reviewing https://clojure.atlassian.net/jira/software/c/projects/CLJS/issues/CLJS-3311 and https://clojure.atlassian.net/browse/CLJS-3312 more closely I don't think CLJS-3276 can really work in a general way. I spent the better part of the day thinking through it and I think supporting all the various use cases (transitive requires, NPM deps, self-hosted etc.) is probably a considerable amount of work and lot of complexity for a relatively small gain.
